Catalan Association of Municipalities and County Councils
Who we are?
The Association of Catalan Municipalities was founded on October 3rd 1981 with the aim of being the representative entity of Catalan municipalism and of bringing together the concerns, needs and demands of the municipalities. Our motto is “one municipality, one vote”, with the aim that all municipalities, regardless of their size or number of inhabitants, are equal and have the same representation within the entity.
The ACM has become the reference municipal entity in Catalonia, with more than one thousand associated local entities. All Catalan municipalities belong to the ACM.
Since September 15th 2023, the president of the ACM is Meritxell Budó, mayor of La Garriga, and the first vice-president is Jaume Oliveras, mayor of Masnou.

The ACM is made up of various departments that are responsible for providing information and assessment to members of local government. This means that we are constantly exploring the needs and concerns of local government and the different ways in which we can work with the local community. The main objectives are:
We defend and represent the interests of Catalan municipalism before other supra-municipal administrations and national institutions
We advise and provide legal support to local authorities and, through specific offices, provide guidance in matters of public procurement, fiscal authorities, European funds and ecological transition
We analyse and reflect on legislative issues and initiatives that affect the local government and women’s proposals in front of representative bodies
We are pioneers in training elected officials, offering a wide range of courses for all local public servants. Also, we produce publications related to topics concerning municipalism
We provide products and services to local authorities with financial savings, procedure simplification and legal certainty through the Common Purchasing Center
We participate in different European and international networks, forums and organisations to spread the voice of Catalan municipalism

Legal advice and assistance in local areas
Legal advice, support and information to local governments to facilitate their day-to-day operations and their activities at the service of citizens
Training for elected officials and technical staff so as to promote continuous improvement through conferences, courses, workshops, university postgraduate degrees and university master’s degrees.
Products and services to facilitate the awarding of contracts by local authorities, with financial savings, full legal certainty and savings in administrative procedures
Defend and represent the interests of local authorities in front of various levels of government
